The Soviet Union wanted to participate in the World and didn´t want to be isolated anymore. They signed the Kellog-Briand pact and joined the Leauge of Nations. They also signed numerous non-aggression pacts. Furthermore, they shared the concern of the West against Fascism and the rise of Japan.
But in 1939, against all their promises, they signed a non-aggression pact with Hitler. In this pact, they agreed not to fight each other, to divide Poland and to trade raw material for war material.
